The Minister of Public Service and Administrative Reform, Joseph Lê, has announced the revocation of 297 civil servants as part of ongoing disciplinary actions under the Physical Counting of Civil Servants (COPPE) operation. This latest wave brings the total number of civil servants dismissed to 4,324 since the litigation phase of the operation began.
According to a statement released on February 12, 2025, the dismissals were carried out following a rigorous administrative process, in strict compliance with Decree No. 94/199 of October 7, 1994, governing the General Statute of the State Civil Service, as amended by Decree No. 2000/287 of October 12, 2000.
The COPPE operation, launched under the directives of President Paul Biya according to the release aims to combat chronic absenteeism in the public service. It is being implemented under the authority of the Prime Minister, Head of Government, as part of efforts to enhance efficiency and accountability within the administration.
This large-scale crackdown on absenteeism signals the government’s determination to instill discipline and ensure greater efficiency within the public administration.

The Minister for the Civil Service and Administrative Reform, Mr Joseph LÊ, has the honour of informing civil servants that on Wednesday 05 February 2025, the Secretary General of the Prime Minister’s Office signed a series of decrees revoking the appointments of 297 civil servants, bringing to 4,324 the number of civil servants removed from the ranks of the Civil Service as part of the litigation phase of the Physical Counting of Civil Servants (COPPE) operation.
It is important to note that these disciplinary sanctions were taken at the end of a rigorously conducted administrative process in accordance with the provisions of decree no. 94/199 of 07 October 1994 on the General Statute of the State Civil Service, modified and completed by decree no. 2000/287 of 12 October 2000.
The Minister for the Civil Service and Administrative Reform also wishes to emphasise that this important operation is in line with the High Directives of the President of the Republic, His Excellency PAUL BIYA, implemented under the authority of the Prime Minister, Head of Government, concerning the fight against chronic absenteeism among civil servants. However, respondents who consider that they have been unfairly penalised may, before referring the matter to the Conseil Supérieur de la Fonction Publique, exercise their right of appeal by contacting the relevant departments of the Ministry of Public Service and Administrative Reform, either by lodging a request or electronically at the following addresses:
