State subsidy to clubs : The new new point of dispute between Eto’o and Mouelle Kombi

Two communiqués were signed on Tuesday 21 January concerning the 560 million granted by the state to MTN Elite One and Elite Two clubs. While Fecafoot is demanding a procedure initiated by ANFC, Minsep’s communiqué, states that the money will be paid directly to the clubs upon presentation of bank receipts.

The state subsidy (560,000,000) made available to the Cameroon Football Federation’s accounting officer, who is attached to the Ministry of Finance, appears to be fueling tensions between the Ministry of Sport and Physical Education (Minsep) and the Cameroon Football Federation (Fecafoot). The two parties have signed communiqués in total contradiction regarding the procedure to be followed by professional clubs to obtain the said subsidy.

According to the press release signed by Narcisse Mouelle Kombi, Minister of Sport, the presidents of the 33 clubs simply have to submit the bank details of their sports association at the offices of the Minfi Accounting Agent at Fecafoot within 72 hours. In other words, the said subsidy will be paid directly to the teams affiliated to the Elite One and Elite Two championships without any conditions.

However, in its press release, Fecafoot announced a different procedure to be followed. According to the statement issued by Isaac Mandong, General Secretary of the Cameroon Football Federation, the Cameroon National Football Association (ANFC) must collect a certain number of documents from the clubs in order to ensure payment of the quotas. These documents are as follows

– Verification of the number of professional players in the clubs;

– Collection of proof of payment of players’ salaries;

– Transmission of the relevant reports and proofs to the Cameroon Football Federation as soon as possible, so that the subsidies can be made available to the clubs concerned.

It is evident, the Fecafoot is making the payment of the subsidy on condition the clubs providie proof of payment of players’ salaries.

Another conflict is likely to begin between Samuel Eto’o and Narcisse Mouelle Kombi over the state subsidy to clubs, following the Marc Brys scenario and the selection of stadiums for the 2025 Africa Cup of Nations qualifiers.
